Southeast Asia’s IPO Market Is Evolving, Fewer Listings, But More Substance

Southeast Asia’s IPO Market Is Evolving, Fewer Listings, But More Substance

The early months of 2025 unveil a dynamic narrative of transformation shaping Southeast Asia’s IPO landscape. Driven by a surge in investor confidence and an increasing number of tech-driven startups, the region has witnessed a remarkable shift in its capital markets.

Companies from diverse sectors, including fintech, e-commerce, and renewable energy, have emerged as key players, leveraging innovative strategies to attract substantial funding. This dynamic evolution reflects not only the growing maturity of Southeast Asia’s economies but also their ability to adapt to global trends and challenges, positioning the region as a burgeoning hub for entrepreneurial growth and investment opportunities.

At first glance, a 21% drop in the number of listings might raise alarms. But take a closer look, and a different narrative emerges, one of quality over quantity, underpinned by growing investor maturity and shifting issuer strategies.

According to Deloitte’s latest Southeast Asia Mid-Year IPO Snapshot 2025, the region saw 53 companies go public, raising US$1.4 billion, a modest but significant 3% increase in total funds raised compared to the same period last year.

More telling is the 33% surge in total market capitalisation, despite the reduced number of IPOs. The message is clear: investors are shifting their focus toward more resilient, scalable, and regionally ambitious companies.

Malaysia and Indonesia Lead the Way

Malaysia has emerged as the surprise heavyweight, raising US$940 million across 32 IPOs, with a remarkable 109% increase in capital raised year-on-year.

Regulatory reforms, including an expedited IPO approval process, are clearly paying dividends. Indonesia, long viewed with caution due to political flux, rebounded strongly with US$427 million raised from 14 listings.

The country’s average IPO size tripled, a signal that larger, more confident issuers are returning to the fray.

Asian foreign exchange markets remain under pressure as rising US yields weigh on regional currencies

Meanwhile, Thailand’s IPO activity remains subdued, with just five listings and US$30 million raised.

Yet there are green shoots. Sectors like banking, energy, and healthcare continue to post solid profits.

As noted by Deloitte Thailand’s Wilasinee Krishnamra, investor sentiment could improve in the second half as the government rolls out economic stimulus and foreign capital flows back into the market.

Big Deals Dominate, Reflecting Investor Discipline

The dominance of large-cap IPOs is another hallmark of this evolving market. Three IPOs each surpassed the US$1 billion mark in market capitalisation, a leap from just one in H1 2024.

The top 10 IPOs alone accounted for 66% of all funds raised, demonstrating a clear appetite for well-governed businesses with compelling long-term prospects. Investors are not just deploying capital, they’re making choices.

The consumer sector led the charge, raking in 43% of total funds raised (US$613 million). With a swelling middle class and digital consumption trends gaining ground, this is no surprise.

Yet the real story lies in how the market is rewarding clear earnings visibility and operational scale.

Signs of an IPO Renaissance?

The IPO market across Southeast Asia is not booming in the traditional sense, it is maturing. There’s an emerging preference for substance over hype, execution over ambition, and transparency over speculation.

The fact that funds raised and market caps are rising while listing volumes decline is not a contradiction, it’s a sign of evolution.

Moreover, regulatory bodies are stepping up. Malaysia is streamlining approval timelines, Indonesia is embedding ESG standards, and Thailand has launched its “JUMP+” initiative to drive long-term value among listed firms.

These reforms may not grab headlines, but they’re laying the foundation for healthier, more investable markets.

Deloitte’s report hints at a stronger H2, with an uptick in prospectus filings and cross-border listing interest, particularly in Singapore.

If global economic conditions remain stable and governments stay the course with structural reforms, Southeast Asia could be poised for a more vibrant IPO market by year-end.

In short, the region’s IPO story in 2025 isn’t about missing momentum, it’s about finding a new rhythm. And for long-term investors, that might be a more valuable beat to follow.
