ASEAN Must Improve Investment Readiness to Accelerate Energy Transition

ASEAN's energy transition could add $3-5.3 trillion to GDP by 2050 and create 49-66 million jobs. However, achieving renewable energy targets requires stronger project preparation capacity, improved investment readiness, and coordination among stakeholders to convert available green finance into bankable projects.

ASEAN Must Improve Investment Readiness to Accelerate Energy Transition

BANGKOK, Thailand – Southeast Asia’s transition to renewable energy is being slowed not by a lack of capital, but by a shortage of investment-ready projects capable of attracting private financing, according to a new analysis on the region’s clean energy ambitions.

Key Points

  • ASEAN’s energy transition could add $3-5.3 trillion to regional GDP by 2050 and create 49-66 million jobs, but requires channeling funds into sustainable projects through established frameworks like the ASEAN Taxonomy and Green Bond Standards.
  • The primary challenge is not financing availability but investment readiness—the capacity to prepare bankable energy projects meeting investor expectations; only 14% of energy came from renewables in 2024 versus the 30% target for 2030.
  • Solutions include strengthening project preparation through multilateral development banks, coordinating existing facilities to reduce fragmentation, implementing de-risking mechanisms, and designing business models that match project features and attract private capital.

ASEAN’s energy transition could add $3-5.3 trillion to GDP by 2050 and create 49-66 million jobs. However, achieving 30% renewable energy by 2030 requires addressing investment readiness gaps. The main challenge is developing bankable projects, not financing availability. Strengthening project preparation capacity and coordinating existing facilities is essential for mobilizing green investments.

However, despite the development of sustainable finance frameworks and growing investor interest, many renewable energy projects across ASEAN remain unable to secure funding due to regulatory uncertainty, weak project preparation, revenue risks and financing constraints.

The report highlights a significant gap between the region’s renewable energy targets and current deployment levels. While ASEAN has set ambitious goals to increase the share of renewable energy in its energy mix by 2030, progress remains uneven across member states.

Analysts argue that the primary challenge is improving the “bankability” of projects. Investors are increasingly focused on predictable revenue streams, manageable risks and well-structured project pipelines, while policymakers continue to grapple with legal, regulatory and financial barriers.

Countries with clearer policy frameworks and stronger project development capabilities have generally attracted greater renewable energy investment, highlighting the importance of creating a stable and transparent investment environment.

To bridge the gap, the report calls for stronger project preparation support, greater involvement from development finance institutions, and wider use of risk-mitigation tools such as guarantees, blended finance and public-private partnerships.

As Southeast Asia seeks to meet rising energy demand while advancing climate commitments, experts say the priority should shift from mobilising additional capital to developing a stronger pipeline of investable clean energy projects capable of deploying that capital effectively.

ASEAN’s energy transition is being held back less by a shortage of capital than by a shortage of investment-ready renewable energy projects. While the region has established sustainable finance frameworks and attracted growing investor interest, many projects remain unable to secure funding due to regulatory uncertainty, weak project preparation, revenue risks, and financing challenges.

Despite ambitious regional targets for renewable energy deployment, current progress remains insufficient. The key priority is therefore to improve the bankability of projects through stronger project development capabilities, better risk mitigation mechanisms, and greater support from development finance institutions.
