Thailand’s filming incentives are attracting international filmmakers, with over 700 inquiries at FILMART 2025, potentially generating 2 billion baht and promoting Thai culture, tourism, and job creation.

Thailand is positioning itself as a prominent destination for international film productions. Recent successes like the third season of “The White Lotus” and the upcoming release of “Jurassic World” have increased interest in filming in the country. These projects are boosting tourism, contributing significant revenue, and inspiring audiences to explore Thailand’s showcased locations.

Key Points

  • Thailand is establishing itself as a prime destination for international film crews, boosted by the success of “The White Lotus.”
  • The Department of Tourism is offering incentives like a 30% cash rebate to attract foreign film productions.
  • In 2024, 491 foreign productions generated over 6.58 billion baht, and the goal for 2025 is to reach 10 billion baht.
  • The Department of Tourism seeks additional funding to support the growing number of foreign film projects.
  • Early 2025 data shows strong revenue from foreign film productions, supporting local jobs.

The Thai government is actively encouraging film productions by offering attractive incentives like tax breaks and streamlined permit procedures. Filmmakers are finding Thailand not only visually stunning but also cost-effective, due to the abundance of local talent and readily available resources. The country’s welcoming atmosphere and strong infrastructure further enhance its appeal as a top choice for filmmakers.

The Thailand International Filming Promotion Measure is pivotal for foreign filmmakers considering production in the country. The initiative aims to attract international investments and enhance Thailand’s profile as a filming destination.

The Department of Tourism has introduced incentives, such as a 30% cash rebate, to attract foreign film crews. In 2024 alone, Thailand hosted 491 foreign productions, generating over 6.58 billion baht in revenue. For 2025, the department has set a goal to increase this revenue to 10 billion baht and is requesting additional funding to support these efforts.

Thailand’s incentive schemes are proving competitive in the global market, drawing interest from countries like China and Hong Kong. The government continues to promote the scheme at international events and expects further investment in film productions to stimulate the economy, create jobs, and showcase Thai culture to global audiences.

Countries like Malaysia, South Korea, and Greece also offer various incentive schemes, including cashback, tax breaks, and credits to lure film productions. These incentives are increasingly crucial in the competitive global film market.

During the recent Hong Kong International Film & TV Market, interest surged from producers in China and Hong Kong, potentially leading to over 2 billion baht in investment. The Department of Tourism plans to promote the “Incentive 30%” scheme further, boosting Thailand’s filmmaking sector and creating jobs throughout the service industry.

Thailand offers a robust film incentive program to attract international productions, managed by the Thailand Film Office under the Department of Tourism, Ministry of Tourism and Sports. Here’s a concise overview based on the latest available information:

Key Incentives

  • Cash Rebate:
    • Base rebate: 15% for productions spending at least 50 million baht (~$1.4 million USD) locally.
    • Maximum rebate: Up to 30% with additional criteria met, such as:
      • +5% for promoting Thai tourism, soft power, or a positive image of Thailand.
      • +5% for hiring Thai nationals in key production roles.
      • +3% for filming in designated secondary or emerging locations (at least 25% of filming days).
      • +3% for spending at least 15% of eligible costs on post-production in Thailand.
      • +5% for budgets exceeding 150 million baht (~$4.3 million USD).
    • Rebate cap: Previously set at 150 million baht (~$4.4 million USD) per project, but recent updates indicate no maximum refund limit to attract larger productions.
  • Tax Exemptions:
    • Foreign talent (actors, crew) are exempt from personal income tax for five years, starting October 2022.
  • Streamlined Processes:
    • Visa and work permit applications for eligible productions are handled at the BOI One-Stop Service Center.
    • Film permits and incentive applications are processed efficiently, with permits issued within 3–14 days.

Eligibility and Application

  • Minimum Spend: 50 million baht (~$1.4 million USD) in Thailand.
  • Requirements:
    • Productions must obtain filming permission from the Thailand Film Office.
    • A local coordinator registered with the Thailand Film Office is required to manage permits and incentive applications.
    • Applications for additional rebates (e.g., tourism promotion) must be submitted within three months of the production’s public release, and no later than three years after filming.
  • Process:
    • Submit audited documentation within 90 days of completing the shoot or post-production.
    • Rebate payments are cleared within 60 days of approval.
    • The incentive is lottery-based, so early planning is critical.

Economic Impact

  • In 2024, foreign film shoots generated over 7 billion baht (~$190 million USD) in revenue, with 471 films shot by December 15.
  • From 2017–2024, 72 films under the incentive program contributed 16.1 billion baht, with 2.84 billion baht in rebates disbursed.
  • The government aims for 10 billion baht in revenue from foreign shoots in 2025, a 20% increase, driven by the enhanced 30% rebate.
  • Notable productions include Jurassic World 4, The Creator, The White Lotus Season 3, and The Sympathizer.
