Demographic Challenges in ASEAN+3
By 2050, a quarter of the population in the ASEAN+3 region will be aged 65 or older, significantly increasing from 2010. This demographic shift threatens public finances by exposing weaknesses in social protection systems and fiscal structures. Unlike advanced economies, these developing regions face the dual challenge of advancing social protections while enhancing economic capacity. The COVID-19 pandemic underscored these challenges, as many governments struggled to deliver support due to fragmented systems and limited capabilities.
Fiscal Pressures and Policy Responses
The region’s social protection systems have expanded but still lack sufficient scope for the growing elderly population. Governments are tasked with strengthening tax-financed benefits and insurance schemes, which will further strain fiscal sustainability. A recent AMRO study highlights additional fiscal pressures from aging, with impacts ranging from 0.9% of GDP in Indonesia to 9.3% in Korea by 2050. Rigidity in spending on social protection, often legally mandated, restricts funds for other crucial areas like infrastructure and education.
