Thailand’s Digital Economy: Progress, Pitfalls, and the Push Toward Regional Leadership

Thailand is one of the fastest-growing countries in Southeast Asia, with a vibrant digital economy that offers many opportunities for businesses and consumers. However, Thailand’s digital economy also faces some challenges that need to be addressed in order to achieve its full potential.

Key Points

  • Digital infrastructure: Thailand still lags behind some of its regional peers in terms of broadband penetration, internet speed, and mobile connectivity.
  • Digital skills: Thailand also needs to improve its human capital development in the digital sector, especially in areas such as data science, artificial intelligence, cybersecurity, and e-commerce. According to the World Economic Forum, Thailand ranked 40th out of 133 countries in the Global Talent Competitiveness Index 2020, which measures the ability of countries to attract, develop, and retain talent.
  • Digital regulation: Thailand also faces some regulatory challenges that may hinder the growth and innovation of its digital economy. For instance, Thailand has a complex and restrictive foreign ownership regime that limits the participation of foreign investors and companies in certain sectors, such as telecommunications, media, and e-commerce.

A Thriving Digital Landscape

Thailand’s digital economy is driven by robust e-commerce growth, which is among the fastest in ASEAN, projected to reach USD 57 billion by 2025. Platforms like Lazada and Shopee have fueled this boom, making Thailand’s e-commerce market more accessible than Singapore’s. The fintech sector also shines, with PromptPay processing an impressive THB 51.67 trillion in transactions in 2024, reflecting widespread digital payment adoption. Additionally, foreign investments from tech giants like Google and Microsoft, exceeding THB 100 billion in 2024, underscore confidence in Thailand’s potential, particularly in AI and data centers. With 91% internet penetration and 90% 5G coverage, including 14 million 5G subscriptions projected by 2025, Thailand’s digital foundation is strong.

Regional Reality Check: Where Thailand Falls Short

Despite these gains, Thailand lags behind regional peers in several critical areas. Singapore leads with faster internet speeds, near-universal broadband, and a digital economy contributing over 17% to GDP, supported by its Smart Nation initiative and globally aligned regulations.

Indonesia, with a projected USD 133 billion digital economy by 2025, benefits from a large, young population and a dynamic USD 102 billion e-commerce sector. Malaysia has outpaced Thailand in tourism-driven digital consumption and 5G rollout, while aligning more closely with ASEAN’s Digital Economy Framework Agreement (DEFA).

Structural Barriers: Infrastructure, Investment, and Skills

Thailand’s digital lag stems from deep-rooted structural issues. While urban areas thrive, rural broadband access remains patchy, and average internet speeds trail behind Singapore’s. Private investment in the digital economy was just 4% of GDP in 2019, heavily concentrated in the Eastern Economic Corridor, limiting nationwide impact.

A significant skills gap persists, especially outside Bangkok. SMEs, which make up 99.5% of Thai firms and contribute 35.3% to GDP, struggle with digital adoption due to limited financing and digital literacy. Regulatory challenges also hamper progress. Although the Personal Data Protection Act came into effect in 2022, Thailand’s regulatory framework remains less harmonized with global standards, deterring foreign investment and complicating digital trade. Strategic Priorities: Bridging the Digital Divide

To close the gap, Thailand is banking on Thailand 4.0 and its leadership in ASEAN’s DEFA to transform into a regional digital powerhouse by 2027. Investments in AI, cloud computing, and 5G are promising, but success hinges on inclusive digitalization—especially in rural areas and among SMEs. By focusing on skills development, infrastructure expansion, and regulatory reform, Thailand can turn its digital promise into regional leadership.
